When kids don’t get to play: According to the section on
interscholastic athletes it’s the Superintendent’s job to create
guidelines for coaches to assure as many students as possible play. This
rule is related to the value of sports, team work etc to life learning. So
ask to see those guidelines and all others that relate to coach .
qualifications and evaluations. The policy specifically says that play
time is to supersede the goal to win.
According to the
corporations policy school board members need only request an executive
session and summon the superintendent with the records of any school
employee for the boards review. The review must be done in executive
session to assure employee privacy and the superintendent must comply.
According to state law – board members answer to the public not
the superintendent. I know many remember the Ginger Bolinger years before
Mr. Studebaker. She often lied to the public and to the board. However a
quick review of the board policies will show several things:
Po3120 regarding employment for extracurricular activities – The board
AUTHORIZES the superintendent to RECOMMEND candidates should the board
find it necessary to employ members of the professional staff as coaches
or activity supervisors. Nowhere in this policy does the board surrender
its lawful duties and obligation to the superintendent. It says the board
grants permission or authorizes the superintendent to make suggestions or
recommendations. In the end you must hold the school board accountable not
the superintendent or Athletic Director or even Principal.
Po1200
: concerns the Superintendents conduct- this section concerns standards of
exemplary conduct including ITEM a- the superintendent must put the well
-being of the students above all else – this includes any desire to “quiet
community concerns”, appease politics, support a teacher or coach, avoid
public transparency…
Po1210 concerns the School Board and
Superintendents relationship. It clearly states the superintendent is the
“primary advisor to the board” not the person who makes decisions the
board must agree to or rubber stamp. I know many remain aggravated with
the Ginger Bollinger’s conduct but Mr. Studebaker is not Ginger. None the
less he does not have authority to tell the board what to do. He can only
ADVISE.
The policy book makes it clear that the board should
consider and respect the superintendent’s suggestions since he is the CEO
of the school. But like all boards- the CEO ultimately must surrender to
the board’s guidance and decisions. Furthermore the policies make it clear
that it’s the board which has ultimate authority and responsibility to
respond not just to students, parents, professionals and staff but to the
community as well.
According to po2340 which governs field trips
but I would believe would cover off site games it is the responsibility of
the staff in charge – not students to monitor and provide for safety. Item
E says that each trip is monitored and Item G says a copy of each students
emergency medial authorization should be in possession of the staff in
charge.
